What is the National Quality Framework?

Australia's childcare and early education sector operates under a unified regulatory framework administered by the federal government. The National Quality Framework (NQF) sits at the centre of this system, establishing the legal and operational requirements that all education and care providers must follow.

The framework consists of three main components: the National Law, which sets out the legal obligations for services; the National Regulations, which detail specific requirements around staffing, safety, health, and administration; and the National Quality Standard (NQS), a quality measure against which services are assessed and rated.

Under the NQF, childcare centres in Queensland (including Redland Bay) are subject to regulatory oversight by the Office of the National School Resourcing Board. Services must be licensed to operate, meet structural requirements around physical space and facilities, employ educators with appropriate qualifications, and maintain safety and health standards.
